LPP and LPL housing for Algerians abroad: who qualifies and how payment works

The two public programmes the diaspora can apply to, sold by ENPI and paid in foreign currency at the official rate.

Algerians living abroad cannot apply for AADL rent-to-own housing, but they can apply to two public programmes sold by the state developer ENPI: LPP (logement promotionnel public) and LPL (logement promotionnel libre). In December 2025 the housing ministry confirmed this in writing. This guide explains the difference, the conditions, and the payment rule that matters most for your budget: you pay in foreign currency at the official Banque d’Algérie rate.

01

LPP, LPL and AADL: what the diaspora can and cannot apply to

LPP

Public promotional housing for the middle class, launched in 2013. For residents it is tied to income (about 6 to 30 times the minimum wage). Non-residents are exempt from the income condition.

LPL

Free promotional housing sold by ENPI with no income ceiling and no bank loan required. You pay the full price in one or several instalments.

AADL

Rent-to-own housing reserved for residents with modest incomes. The government has said emigrants are not eligible.

02

Who qualifies for LPP as a non-resident

Under the rules set for the diaspora in December 2017, an Algerian living abroad can apply if neither they nor their spouse:

  • owns or has owned a residential property or a buildable plot in Algeria (an F1 does not count),
  • has received state housing aid before.

“Applicants sign a sworn declaration that they meet these conditions. A false declaration can cancel the allocation.”

03

How to apply

  • Register online on enpi.dz. You receive a chronological number and a password.
  • Prepare a certificate of residence abroad (consular registration), a copy of your ID, and ENPI’s application form.
  • Choose a programme and a city among those ENPI publishes, then follow its allocation calendar.

04

Sizes and prices

Units are F3 (about 80 m²), F4 (about 100 m²) and F5 (about 120 m²), plus some duplexes, villas and shops. ENPI’s price list published in early 2024 started at about 3.8 million DA for an F3 in the High Plateaus and went up to about 39 million DA for a duplex in a large city like Oran. The developer margin on LPP is capped at 5% by an interministerial order of 2016. Always check the current list for your programme.

05

How payment works: foreign currency, official rate

The sale contract is written in dinars, but a non-resident pays in foreign currency sent from the country of residence, converted at the official Banque d’Algérie rate, in one or several instalments into ENPI’s account at CPA. That is the key budget point: the euro cost of an ENPI home is its dinar price divided by the official rate, not the parallel rate many families use in their heads. Run the numbers before you apply.

FAQ

Frequently asked

Can I apply if I already own a home in Algeria?

Not for LPP: owning or having owned a residential property or buildable land in Algeria (other than an F1) excludes you and your spouse. LPL has fewer conditions; check ENPI’s current rules for the programme you want.

Do I need an Algerian bank loan?

For LPP, residents usually finance through a subsidised bank loan. Non-residents typically pay from abroad in foreign currency. LPL is sold without a loan requirement.

Is there an AADL programme for the diaspora?

Not at the time of writing. Rumours of an AADL programme for emigrants circulate regularly, but the government has said AADL is reserved for residents. LPP and LPL are the public options open to Algerians abroad.

Programme rules, prices and opening dates change. Check the current conditions on enpi.dz or at an Algerian consulate before you apply or pay.
