In EUR
At the official rate the same home costs 4,166,567% more in EUR than the parallel rate suggests. Many buyers only find this out at the notary.
A property payment must go through a bank (2025 finance law), so the official rate is the one that applies to a legal purchase. For comparison only. EXDZ does not exchange currency or arrange exchanges.

Questions
Can an Algerian living abroad buy property in Algeria?
Yes. Algerian nationals living abroad can buy on the private market like residents, and since December 2025 the housing ministry has confirmed they can apply to the public LPP and LPL programmes sold by ENPI. Foreign nationals face separate rules: ask a notary.
Which exchange rate applies when I buy?
The deed is written in dinars and, since the 2025 finance law, the price must be paid through a bank or another financial channel, not in cash. Money you transfer from abroad is converted at the bank’s official rate. ENPI programmes for the diaspora are paid in foreign currency at the official Banque d’Algérie rate.
How much are the fees on top of the price?
Usually about 7 to 8% of the price: 5% registration duty, about 1% land registry publication, the notary’s tariff with VAT, a small fixed fee, plus 1% if you go through an agency for a home above 5 million DA. Some first homes bought from a developer are exempt from the registration duty.
Is buying off-plan (VSP) safe?
It can be, with a registered developer. Check the building permit, that the developer is covered by the guarantee fund (FGCI), and that the payment stages do not exceed the legal maximum of 20 / 15 / 35 / 25 / 5%. Notaries often advise buying a finished home when you cannot follow the site in person.
